Public Procurement & its Management

COURSE DESCRIPTION

The focus of the training is to help participants acquire skills and enrich their knowledge on two core areas of skills. These core areas are divided in to two phases:

Introduction to Process of Procurement
Management of Procurement in Public Sector and its challenges
  • The training will include group works and demonstrations so that participants will develop their skills in ways that they can deploy these skills on their immediate work environment. The training will be of an international level standard. This program is structured to improve the competency level of both middle level and senior leadership and technical experts at federal, and subnational level offices.

Theme 1: Procurement process and Management
  • Procurement Cycle
  • Procurement of Goods and works and their detailed process
  • Procurement Planning and Bidding
  • Bid Preparation and scheduling
  • Bid Advertising and Pre-qualification
  • Preparation of bidding documents
  • Bid Examination, Evaluation & Awards
  • Other Methods of Procurement
  • Contract Administration which includes Principles types of contracts, terms & Guarantees
  • Procurement of Consultancy and other Services and their detailed process
Theme 2: Introduction to International Procurement
  • Key features of UNCITRAL Model law on Public Procurement
  • Procedures of international financial institutions such as World Bank, AfDB,…etc
  • Approaches to enhance transparency, efficiency, integrity and accountability in Public Procurement
  • INCOTERMS and their application
  • Dispute Avoidance & Resolution and performance based contracting.

TARGET GROUP

This course primarily targets directors, senior management at different level of government, Heads of units managing staffs, and project coordinators, middle level and senior staffs working in the relevant fields.

Requisites: minimum qualification of Bachelor’s degree is a social science or science field is required.
